The nominal primary is the first member of a work center group's sorted list, the one EDGEBIC stamps onto a group-bound routing step when it explodes the group before scheduling. It is the name pre-printed on the job ticket before the dispatcher makes the final call. It gives the step a concrete starting work center so the rest of the plan has something to reference, but the scheduler may still pick a different member of the pool when it decides where the job actually runs.

How the Nominal Primary Works
A work center group is a named pool of interchangeable machines, like "MILLING," that a routing step can target instead of naming one specific machine. When it is time to schedule, EDGEBIC cannot leave the step pointing at an abstract pool, because the engine works with concrete work centers. So before scheduling, it performs a group explosion: it turns the group-bound step into one concrete primary work center plus one alternate candidate for each remaining member.
The concrete work center chosen for that primary slot is the nominal primary. It is selected by sorting the group's members in a fixed order: designated-primary members come first, then members are ordered by their priority, and work center identity breaks any remaining tie. Because the sort is deterministic, the same group always produces the same nominal primary, which keeps the plan reproducible.
The word nominal is the key. This member is the primary in name, the default stamp, not a final decision. Immediately after explosion, the resolver evaluates all the members according to the group's selection strategy and may pick a different one, such as whichever member can finish the job earliest. The nominal primary is where the step starts on paper; the resolved member is where it ends up.
A Concrete Example
Suppose a group called MILLING contains three machines: Mill-2 is marked as the group's designated primary, Mill-1 and Mill-3 are ordinary members with equal priority. A routing step targets the MILLING group.
At explosion, EDGEBIC sorts the members: Mill-2 first because it carries the primary flag, then Mill-1 and Mill-3 ordered by priority and finally by identity. Mill-2 becomes the nominal primary and is stamped onto the step, with Mill-1 and Mill-3 attached as alternate candidates, each carrying its own pre-computed effective hours.
Then the resolver runs. If the group's strategy is earliest completion and Mill-1 happens to have an open window sooner than Mill-2, the resolver assigns the operation to Mill-1. The routing still shows Mill-2 as the nominal primary, but the schedule shows the job running on Mill-1. Nothing is wrong: the nominal primary was the label, and Mill-1 is the outcome.
How EDGEBIC Uses It
The nominal primary exists so the core scheduling engine never has to understand groups. By the time the engine schedules, every group-bound step has been converted into a concrete primary work center, the nominal primary, plus a set of true-alternate candidates. The engine then treats it like any other step with alternates and lets the resolver choose the best member per the group's strategy.
For a planner, the practical takeaway is to read a group step in two layers. The nominal primary tells you the deterministic starting point, which you can influence by marking a member as the group's primary or by adjusting member priorities. The resolved member tells you where the job actually landed after capacity was weighed.
