A late-start penalty is the capacity a shift effectively loses for one operation because that operation only becomes eligible partway through the shift. It is not a setting or a punishment but plain arithmetic: a shift can offer an operation only the time still ahead of the moment the operation is ready, not the shift's whole span and not even all of its unbooked hours. How it works

An operation becomes eligible at a specific moment, determined by its predecessors and by whatever waiting the routing adds. The engine then walks forward through shifts looking for capacity, and for each candidate shift it must answer a narrower question than "how much of this shift is free."

The effective start is the later of the two. For any shift, the earliest the operation could actually begin is the later of the shift's own start and the operation's eligible moment. If the shift began at eight and the operation is ready at eight, they coincide and nothing is lost. If the operation is ready at one in the afternoon, the effective start is one in the afternoon and the morning is simply not available to it.

Reachable hours are measured from the effective start. The shift's contribution is what remains between the effective start and the shift's end, capped by whatever is genuinely unbooked. A shift running eight to four with everything free offers eight hours to a job ready at eight and three hours to a job ready at one.

If nothing is reachable, the shift is skipped. When the effective start lands at or past the shift's end, the reachable figure is zero and the shift is discarded before it is even ranked. Multiple machines multiply the remainder, not the shift. The engine tests Monday's day shift. The effective start is 13:00, since that is later than the shift's 08:00 start. Three hours remain to 16:00, multiplied by two machines, giving six reachable hours. The operation needs six. It fits exactly, running 13:00 to 16:00 across both machines.

Now change one number. The saw finishes at 14:00 instead, so the operation is eligible at 15:00. The effective start is 15:00, one hour remains, and two machines give two reachable hours against a six-hour need. The engine books what it can and continues into Tuesday, or, if the remainder falls below the floor worth allocating, skips Monday entirely and starts clean Tuesday morning.
